Director, Girl Empowerment Programs — Washington, DC

As an international development organization, Coptic Orphans desires to expand its niche role in developing and promoting Girls’ Civic Engagement and Education, as well as Community Development throughout Egypt.  To this effort, the main purpose of this position is to design, implement, monitor and evaluate the effectiveness of such programs/initiatives, as well as promote and seek funding for them.

The incumbent must be an experienced professional with vision for this role, who has been immersed in community development and girls’ empowerment programs/projects to effectively lead and direct this effort and continually grow its scope and reach in collaboration with like-minded organizations, government agencies, granting entities, field experts, and other stakeholders to achieve and measure results.

The main role of the position is to technically and administratively oversee, lead, and direct critical functions and various aspects of program/project design and implementation of Coptic Orphans’ assigned programs, including directing all associated functions and projects to ensure program goals are achieved.  Incumbent is to develop new initiatives and secure funding.

Essential Functions and Responsibilities:

  • Lead, plan, develop, and direct all implementation aspects of existing assigned program(s) and design new initiatives; overseeing implementation through staff, community development associations (CDAs), international development organizations, grantors, and other external partners.  Guide and oversee project partners, and monitor progress of their work to ensure the achievement of program/project goals and results.  
  • Develop, design, and expand effective program monitoring and evaluation tools.  Monitor program activities, progress, challenges and results, and based on data collected and analyzed evaluate progress and results to correct interactions and intervene as necessary; determine future direction and/or changes to implementation plans as appropriate in communication with top management. 
  • Communicate and report on progress; compile/oversee periodical and ad hoc technical and financial reports outlining progress of targeted results, challenges faced, lessons learned, and trends; make recommendations to grantors and/or external stakeholders.    
  • Dynamically and effectively manage, lead, inspire and advise subordinate staff; assessing their needs and challenges and their strength to further develop them and maximize their commitment and engagement in achieving program results and meeting challenges.
  • Effectively collaborate and network with other international development organizations concerned with girls’ empowerment.  Lead and organize panel discussions to further promote program model and Coptic Orphans’ work. 
  • Seek external funding for existing projects/programs, and write proposals for funding new initiatives.  Analytically conduct budget development for all activities to be conducted as part of assigned program(s), monitoring and realigning as necessary.  Ensure efficiency in program management and resource utilization. 
  • Document and update related program reference manual(s) and documentation of implementation and changes.
Supervisory Responsibilities:
  • Manage and supervise program/project staff and/or mangers.  Number and level of subordinate positions varies by program/project. 
     
Required Education, Experience, Knowledge and Skills:

The Director must have the following:
  • MA or BA in the field of human development. (MA makes up for 2 years of relevant experience.)
  • 10 years of experience in human and/or community development; particularly in the area of program implementation, monitoring and evaluation, education, and child rights; or very closely related field; 
  • Experience with international donors and project/grant management is a must.  
  • Demonstrated experience in project management, monitoring & evaluation, and program implementation. Must be result oriented and highly energetic.
  • Analytical skills, and experience in data reporting.
  • Strong leadership skills, team management and managerial skills/experience; as well as a knack for being a team player.
  • Outstanding interpersonal skills to include negotiation, persuasion and people skills.
  • Excellent verbal and written communication skills and proficiency in both Arabic and English.
Fiscal Responsibilities (budgeting responsibilities, approval privileges on purchase orders and check requests, reporting and auditing functions):
  • Responsible for developing and monitoring annual and long-range budgeting for program activities, including all required compliance with laws, regulations, and granting entities conditions.
Extent of Public Contact (within and outside the organization):
  • Extensive daily contact with field staff, agencies, HQ and other country offices.
  • Extensive contact with various levels and ranks in partnering organizations, granting entities, government officials, and other current or potential supporters and stakeholders.
Physical Demands (walking, lifting, carrying, etc.):
  • Typical office enviornment, walking, sitting, typing and driving; occasional lifting of boxes and luggage during travel.
Working Conditions and Environment (i.e., necessary travel, unusual work hours, etc.):
  • Required frequent International and Domestic travel; estimated at 30% of the year at least.
